No. Two Sisters Resorts Corp. and Solmar (Niagara 2) Inc. have applied to the Town of Niagara-on-the-Lake to amend the Official Plan and the Zoning By-law. The applications were filed in April 2026 and are before the Town. Nothing is built and nothing is decided.
The hotel is proposed to be operated under the Ritz-Carlton brand. A term sheet was received from Marriott International, the owner of The Ritz Carlton brand for the hotel to be a Ritz Carlton and is being finalized.
The Rand Main Residence, the Devonian House and the Coach House are proposed to be retained and adaptively reused as part of the hotel. The Rand Main Residence would become the spa, the Devonian House a restaurant, and the Coach House a bridal shop. The Whistle Stop Gazebo and the Bath Pavilion would be restored and kept where they stand. The Carriage House would be moved and will become a significant part of the new outdoor spa.
Five three-storey buildings are proposed to the south of the hotel and spa. They would be affiliated with the hotel as Ritz Residences, and owners could place their unit in a program that rents it out for accommodation associated with the Ritz hotel. Their parking would be primarily underground, on a driveway separate from the hotel’s.
A Transportation Impact Study was filed with the applications. It concluded that the development can be accommodated within the existing and planned transportation network without off-site road improvements, that the additional trips are moderate, and that most study-area intersections are forecast to keep operating at acceptable levels of service. It also recorded that the Niagara River Parkway at Queen’s Parade, and John Street East at Ricardo Street, are expected to stay constrained, largely as they are today. The study is part of the filed record, and the Town’s review of it is part of the process.
